Jon established the firm in 2023 and currently serves as its Managing Member. He has practiced public law, representing water districts and other local government entities since 2007. Prior to founding the firm, Jon spent more than nine years as a Member of another local law firm, where he served as Managing Member from 2019 until his departure in 2023. Before beginning his public law practice, he briefly practiced construction litigation with a boutique Houston law firm.
Jon serves as general counsel, bond counsel, and special counsel to a variety of local government entities. His practice focuses on matters involving the creation, financing, development, and operation of these entities. In addition, Jon has actively monitored the Texas Legislature during every regular and special legislative session since 2009, allowing him to provide clients with timely insight into legislative developments affecting local governments.
Jon graduated Cum Laude from University of Houston (B.S. 1999) and Magna Cum Laude from South Texas College of Law (J.D. 2006), where he also served as an Articles Editor for the South Texas Law Review.

Monica established the firm in 2023 and serves as a Member. Prior to founding the firm, she gained valuable litigation experience as a criminal defense attorney in Houston and has represented local governments since 2018. Monica has served a variety of local government entities and nonprofit corporations as general counsel, bond counsel, and special counsel. Her practice includes advising clients on the financing, development, and operation of these organizations. In addition, Monica leads the firm’s election law practice, providing guidance on election-related legal and regulatory matters.
Monica graduated from Trinity University (B.A. 2011) where she earned a degree in Sociology and South Texas College of Law where she graduated cum laude (J.D. 2014). While in law school, Monica received a CALI Excellence for the Future Award for earning the highest grade in Legal Research and Writing I & II. Additionally, she was on the Dean’s list several semesters and a recipient of various academic scholarships.

Tabitha Valverde joined PG in 2024. Prior to joining the firm, she practiced transactional law as a tax attorney in Houston, Texas. Tabitha serves various local government entities as general counsel, bond counsel, and special counsel and her practice includes matters involving the financing, development and operation of those entities.
A graduate of the University of Houston, Tabitha earned Bachelor of Science degrees in Political Science and Economics and a minor in Business Foundations in 2016. She later earned her Juris Doctor from the University of Houston Law Center in 2021.

Kimberly has more than thirty (30) years of experience in the legal industry. Throughout her career, she has served as a receptionist, legal assistant, paralegal, and law firm administrator, giving her a comprehensive understanding of law firm operations. Kimberly earned the Certified Legal Manager (CLM) designation from the Association of Legal Administrators in November 2020, became certified in Mental Health First Aid through the National Council for Mental Wellbeing in July 2022, and earned the Society for Human Resource Management Certified Professional (SHRM-CP) credential in July 2026.
