Jon established Polley Garza PLLC in 2023 and currently serves as its Manager. Jon has practiced Public Law, representing water districts and other local government entities, since 2007. He spent over 9 years as a Member in another local law firm, serving as its Managing Member from 2019 until his departure in 2023. Prior to beginning his career in Public Law, Jon briefly practiced construction litigation with a boutique Houston firm.
Currently, Jon serves as general counsel, bond counsel and special counsel to various types of water districts/authorities including municipal utility districts and special utility districts. Jon’s responsibilities also relate to the creation, financing, development and operation of those entities. In addition, Jon has actively monitored the Texas Legislature for every regular and special legislative session since 2009.
Jon graduated Cum Laude from University of Houston (B.S. 1999) and Magna Cum Laude from South Texas College of Law (J.D. 2006), where he also served as an Articles Editor for the South Texas Law Review.

Monica established the firm in 2023 as a Member. Prior to joining the firm, Monica gained litigation experience as a criminal defense attorney in Houston and began her career in election law, public law, and public finance at Radcliffe Bobbitt Adams Polley. Currently, Monica serves as general counsel, bond counsel and special counsel to various types of various types of water districts and water authorities including municipal utility districts and special utility districts and also has experience serving as same to emergency services districts. Monica’s responsibilities also relate to the financing, development and operation of those entities. In addition, Monica also leads the firm’s election law practice.
Monica graduated from Trinity University (B.A. 2011) where she earned a degree in Sociology and South Texas College of Law where she graduated cum laude (J.D. 2014). While in law school, Monica received a CALI Excellence for the Future Award for earning the highest grade in Legal Research and Writing I & II. Additionally, she was on the Dean’s list several semesters and a recipient of various academic scholarships.

Kimberly Newman is a native Texan with over twenty-five (25) years of experience in the legal industry, including legal assistant/paralegal experience and administration. Kimberly is also President of Montgomery County Municipal Utility District No. 201. In November 2020, Kimberly successfully earned the designation of Certified Legal Manager from the Association of Legal Administrators. In July 2022, Kimberly became certified in Mental Health First Aid from the National Council for Mental Wellbeing.

Kathryn Cain has over 15 years of combined paralegal experience assisting in various areas of law including ad valorem tax litigation, probate and public law/public finance practice areas. Kathryn graduated summa cum laude from the University of Houston (B.A. 2006) and obtained her paralegal certification from the Center for Advanced Legal Studies (2009).

Jennifer McDonough joined PG in May 2024 after working as a compliance and data specialist within the Houston Independent School District for 17 years. Before her tenure within the HISD, she served as a Paralegal for Mellon Mortgage Company and Coats Rose, P.C.
Jennifer is a graduate of Texas A&M University with a Bachelor’s Degree in English. She has lived in Houston with her husband and two daughters for over 30 years.
